engine: resources: Simplify the Watch loop
...
I had some legacy unnecessary boolean for sending everywhere. Not sure
why I never re-read it, it's so easy to just copy and paste and carry
on.

legal: Remove year
...
Instead of constantly making these updates, let's just remove the year
since things are stored in git anyways, and this is not an actual modern
legal risk anymore.
